According to the same agency, the government has said it plans to tender construction of the $8 billion refinery in March and complete it in three years.

According to ASEA, in the place where the refinery would be built, footprints of the jaguarundi, a species of puma, were found, along with several birds.
There was so much wildlife that some officials said the area needed to be declared a private reserve. However, over time this has changed: A study carried out by a government institute several years ago concluded that Paraíso was a risk location for a refinery due to the biodiversity it houses.
In December AMLO visited the site to announce the construction of the refinery, and little by little the land was invaded by heavy machinery and had even replaced the thick carpet of trees that covered the land.
